Rules of the Convention
 
Rule 1  Statement of Purpose.  The purpose of these Rules is to provide for a fair and open
Convention, in a manner that facilitates the business of the Convention, respects the rights of the majority and minority, and encourages full participation by all Delegates.
Rule 2  Authority.  The Convention shall be conducted in accordance with (a) the Moore County Republican Party Plan of Organization, as adopted by the County Executive Committee on February 27, 2017, ratified by the County Convention on March 4, 2017, and amended by the County Executive Committee on January 12, 2018, (b) these Rules, and (c) to the extent not inconsistent with that Plan or these Rules, Robert’s Rules of Order, Newly Revised, most current edition.
Rule 3  Convention Officers.  The Officers of the Convention shall be the Convention Chair, who shall be the Chair of the Moore County Republican Party or his or her designee, and the Recording Secretary, Parliamentarian, and Sergeant-at-Arms, all of whom shall be appointed by the Convention Chair.
Rule 4  Committees.  The Convention Committees shall be the Committee on Credentials, Rules Committee, Resolutions Committee, Plan of Organization Committee, and, in odd-numbered years, the Nominating Committee.
            (a)        Committee on Credentials.  The Chair of the Committee on Credentials, or his or her designee, shall (i) report to the Convention the number of Delegates and Alternates who have registered for the Convention and who are entitled to be on the Convention floor, (ii) replace missing Delegates with Alternates from the same precinct in the order in which those Alternates registered, and (iii) announce the number of votes each organized precinct is entitled to cast at the Convention.  In the event the Committee becomes aware that there are present at the Convention individuals from an unorganized precinct who are eligible to be Delegates, the Chair of the Committee, or his or her designee, shall invite those individuals to come onto the Convention floor and represent that precinct.  Collectively, such individuals shall have one vote.
            (b)        Rules Committee.  The Rules Committee shall cause a copy of these Rules to be printed in the Convention packet to be distributed to the registered Delegates and Alternates.  These Rules are subject to the approval of the Convention.
            (c)        Plan of Organization Committee.  The Plan of Organization Committee may offer amendments to the Moore County Republican Party Plan of Organization by causing the language of any such amendments to be printed in the Convention packet to be distributed to the registered Delegates and Alternates.  Any such amendment is subject to the approval of the Convention.  If the Committee makes no report to the Convention or if no amendments to the Plan of Organization are adopted, the Plan of Organization in effect at the time of the Convention will be deemed to have been adopted.
            (d)        Nominating Committee.  With respect to Conventions held in odd-numbered years, the County Chair shall appoint a Nominating Committee which shall be charged with recommending to the Convention a slate of candidates for County Chair, Vice-Chair, Secretary, Treasurer, and five At-Large members of the Executive Committee.
Rule 5  Registration. 
            (a)        Delegates and Alternates.  Delegates and Alternates to the County Convention shall sign in and register at the Village of Pinehurst Assembly Hall beginning at 12:30 p.m. on Saturday, March 10, 2018, and ending at 1:45 p.m.  Each Delegate and Alternate shall be asked if he or she wishes to be nominated as a Delegate to the State Convention.  Any Delegate or Alternate in line to register at 1:45 p.m. shall be permitted to register.  Any Delegate or Alternate arriving after 1:45 p.m., but before 2:00 p.m., shall be permitted to attend the Convention as an Observer and shall not have a vote on the Convention floor. 
            (b)        Observers.  All others attending the Convention shall sign in as Observers.  Any Observer who is a resident of Moore County shall be asked to provide his or her full name, address, precinct, phone number, and email address, and to state whether he or she wishes to be nominated as a Delegate to the State Convention.       
Rule 6  Call to Order and Convention Business.  The Convention Chair shall convene the Convention at 2:00 p.m., at which time the doors to the Convention Hall shall be closed.  The report of the Committee on Credentials shall be received, amended if necessary, and approved before any Convention business is conducted.  The Chair shall next call for the adoption of the Convention Agenda which shall have been printed in the Convention packet.  The reports of other Committees shall be received, officers shall be elected in odd-numbered years, and Delegates and Alternates to the Congressional District Convention and State Convention shall be elected.
Rule 7  Debate.  No more than eight minutes of debate shall be allowed on any issue, with the time evenly divided between the affirmative and negative.  No one shall be permitted to speak more than two minutes on any issue.
Rule 8  Election of Officers and At-Large Members of the Executive Committee in odd –numbered years.   If, in the Chair’s sole discretion, time is available, he or she may allow the candidates to speak.  Candidates who are unopposed shall be elected by voice vote.  If more than one candidate is nominated as an Officer or more than five candidates are nominated as At-Large Members of the Executive Committee, each precinct shall caucus for the purpose of determining the number of votes cast by the Delegates from that precinct in favor of the candidates in a contested election.  In the case of a contested election of the At-Large Members of the Executive Committee, no Delegate may cast more than one vote for a candidate nor more than five votes in total.  A member of each precinct’s delegation shall announce the results of the votes in each election during a roll call of precincts.
Rule 9  Election of Delegates and Alternates to the State Convention.  The election of Delegates and Alternates to the State Convention shall proceed as follows:
            (a)        Delegates and Alternates to the County Convention may nominate themselves as Delegates to the State Convention and shall be elected in the order in which they registered at the Convention, first as State Delegate until all Delegate slots are filled and second as State Alternates until all Alternate slots are filled.
            (b)        If, after the election of Delegates and Alternates under Rule 9(a), there are unfilled positions as State Delegates or State Alternates, those Members in attendance may nominate themselves and shall be elected in the order in which they registered at the Convention, first as State Delegates to the extent that Delegate slots remain unfilled and second as State Alternates until all Alternate slots are filled.
            (c)        If, after the election of Delegates and Alternates under Rule 9(b), there are unfilled positions as State Delegates or State Alternates, those Members not in attendance but who have nominated themselves by notifying the Chair of the Committee on Credentials prior to the Convention, either directly or through (i) a Precinct Chair, (ii) the County Chair, or (iii) the County Secretary, who in turn has notified the Chair of the Committee on  Credentials of the Member’s nomination, shall be elected in the order in which the Chair of the Committee on Credentials received their nominations, first as State Delegates to the extent that Delegate slots remain unfilled and second as State Alternates until all Alternate slots are filled.
            (d)        Delegates to the State Convention shall also represent the Moore County Republican Party at the appropriate Congressional District Convention. 
            (e)        The election of any Delegate or Alternate to the State Convention shall be subject to a determination of his or her eligibility by the Credentials Committee.
Rule 10  Minutes.  The Minutes of the official actions taken by the Convention shall be subject to approval by a committee consisting of the County Chair, County Secretary, and the Chair of the Committee on Credentials.
